# Directions:

01 - In a medium bowl, combine cream cheese, sour cream, and shredded cheddar cheese. Mix until smooth and fluffy.
02 - Add diced red and green bell peppers, grated carrot, green onions, parsley, garlic powder, black pepper, and salt. Stir thoroughly.
03 - Lay tortillas flat and evenly spread one-fourth of the cheese-vegetable mixture over each, leaving a 1/2-inch border.
04 - Tightly roll each tortilla into a log shape.
05 - Wrap each roll in plastic wrap and refrigerate for at least 1 hour to firm up.
06 - Unwrap and cut each chilled roll into 1/2-inch pinwheels. Arrange on a serving platter.
